i think you can point this to the social strata in the country. those who are in position in the government are often from well-to-do families. thus, they readily afforded their campaigns- maybe even handed in some cash.
majority of the mass, however, is below the middle-class level. how can the government be afraid of the people when they themselves know that they can easily have anyone who disagrees with them killed. and how can these poor people scare the governments when they have guns pointing in their noses?
v for vendetta's header may be an american reality. but in the philippines... ha.
